As of right now the Park Board is directing their focus towards raising all the funds for the Central Riverfront Park that will be built in phases complimentary to the $1 billion mixed use project called The Banks.

If local leaders are able to secure funding for the capping of the highway and the development of a park there, then it will proceed. But until that point the cap will have to wait until the Central Riverfront Park is complete. That is my understanding at least.
